Hoya compacta, also known as the Hindu rope plant, needs bright, indirect light, high humidity, and well-draining soil. 

Light 
Place in a spot that receives bright, indirect sunlight for most of the day. Avoid direct sunlight, which can scorch the leaves. Too little light can stunt growth and prevent blooming

Water 

Water when the top 2-3 inches of soil are dry. Water deeply until water runs out the bottom of the pot. Reduce watering in the winter

Humidity 
Maintain indoor humidity levels around 40-60% Use a humidifier or a pebble tray to increase humidity. 
 
Soil
Use a well-draining potting mix that contains perlite 
Avoid over-watering, which can stress the plant and inhibit blooming 
 
Fertilizer
Use a balanced, water-soluble fertilizer once a month during spring and summer 
Try a fertilizer that's slightly higher in potassium to promote flower production 
 
Pruning
Prune lightly in the spring for bushier growth 
Avoid cutting back the spurs, which is where your flowers will grow year after year
